EAU CLAIRE — While hopeful the state’s upcoming budget might finally reverse the trend of declining aid to cities, Eau Claire leaders are still looking at what can be done here to improve the city’s financial picture.

City Council Vice President Emily Berge, who’s poised to be elected president in April, spoke about the “united front” that Wisconsin cities, counties, villages and towns are right now in seeking a funding boost from the state government.
